The 190-plus nations that are signatories to the United Nations Framework Convention on Climate Change (UNFCCC) meet for the 19th Conference of the Parties (COP19), a meeting aimed at fashioning a global pact to reduce greenhouse gas emission. Consensus is unlikely. The host country, described as addicted to coal, is expected to balk at tighter emissions targets and against fixes in the European Union's cap-and-trade system. Consensus is unlikely. The host country, described as addicted to coal, is expected to balk at tighter emissions targets and against fixes in the European Union's cap-and-trade system. Poland is the 10th largest consumer of coal in the world and produces 92 percent of its electricity from coal, according to the World Coal Association, as cited in Der Spiegel. Poland has expressed concern that greater action on climate change will harm its economy, and is pressing forward with plans replace old coal plants with massive new ones.

The Huffington Post described the accomplishments of COP18, in Doha in Dec 2012, as modest. The report noted that the ambitions were also modest. The new agreement is to be concluded by 2015 and enter into force in 2020. Perhaps the biggest outcome of the Doha conference, according to the report, was that it advanced progress toward a negotiation forum that includes all countries on the same footing, rather than continuing the distinction between developed and developing countries.

Past hosts to the COP series of meetings include Durban in 2011, Cancun in 2010 and Copenhagen in 2009. (WRITTEN JAN 2013)
