Pope Benedict XVI will elevate 22 prelates to the College of Cardinals on Feb 18. Most are European. There is speculation that the pontiff is putting his stamp on the succession by increasing the odds--with his selection of prelates and the present composition of the College--that the next pope will be an Italian.

VATICAN 18 Feb 2012 Twenty-two prelates promoted to cardinals at Vatican consistory

Religion News Service notes that 16 of the 22 are European, and seven of them are Italian. The remainder, with one exception, were not chosen from regions of the world where Catholicism is growing at the fastest pace.

Eighteen of the 22 cardinals in this latest round of appointments are under the age of 80 and thus eligible to vote in a conclave. Europeans will now number over half of all cardinal-electors (67 out of 125), and nearly a quarter of all voters in a conclave will be Italian. This is leading to speculation that the papacy could return to the Italians--a tradition that went unbroken from 1522 until the election of Polish Pope John Paul II in 1978.
The pope has been criticized for his Eurocentric choices, but his supporters argue that his emphasis on Europe is unsurprising as he sees restoration of the faith to Europe as vital to the spread of the faith worldwide.

The cardinals will receive their red hats, their rings and assignments to titular churches in Rome all in the same ceremony, not in two ceremonies as before. The Vatican explains the change as reflecting that the act is part of the governance of the Church and not a liturgical or sacramental act. (WRITTEN Jan 2012)
