Convened every five years before an elective conference, the Policy Conference of the ruling African National Congress brings the party hierarchy, branch delegates and ANC allies to Midrand, near Johannesburg, to decide on policy issues and changes that will be put to the vote at the ANC elective conference in December. Nationalization of the mineral-rich country's mines and a national health insurance scheme are among the expected proposals, as well as measures to deal with the party's and South Africa's biggest problems.

Convened every five years before an elective conference, the Policy Conference of the ruling African National Congress brings the party hierarchy, branch delegates and ANC allies to Midrand, near Johannesburg, to decide on policy issues and changes that will be put to the vote at the ANC elective conference in December. Nationalization of the mineral-rich country's mines and a national health insurance scheme are among the expected proposals, as well as measures to deal with the party's and South Africa's biggest problems.

The day- to-day news of the ANC suggests it is a divided house, and the policy conference is certain to address some of the main divisions. Focusing the ANC Youth League and its militant president, Julius Malema, an August ANC news release noted a worrying lack of discipline in the party. Malema has been suspended from the party. There are rumors the party's national disciplinary committee of appeal is considering outright expulsion, a development that would widen the rift in the party. Malema is one of the most vocal supporters of the nationalization of the country's mines, and has organized "Economic Freedom" marches. He has also called for the replacement of South African President Jacob Zuma as ANC chief at the December leadership election.

The policy conference will discuss the findings of an ANC research report into the utilization of local economic and mineral resources - which includes options such as nationalization. Opponents of nationalization are reported to have gathered considerable firepower.

The August statement also noted the need to address the country's high unemployment, poverty, growing inequality and corruption, while acknowledging that there had been improvements in the education and health systems. (WRITTEN FEB 2012)
