(IMPORTANT UPDATE) The theme of the XXIII Ibero-America summit is "The political, economic, social and cultural role of the Ibero-American Community within a new global context." Panamanian President Ricardo Martinelli plans to underline the global theme by taking the visitors to the Panama Canal to see the expansion project and to discuss ways the region can use it to expand trade and economic opportunities. A number of the leaders of the 22-member bloc of Latin American and Iberian countries might choose to stay away from the summit. The possible boycott depends on whether they are still upset over the ouster in Jun 2012 of then-Paraguay president Fernando Lugo. The issue caused boycotts at the XXII summit.

The bloc represents some 10 per cent of the world in territorial, demographic, and economic terms. The expansion program consists in the construction of two new sets of locks - one on the Pacific and one on the Atlantic side of the Canal, widening and deepening of existing navigational channels in Gatun Lake and the deepening of Culebra Cut.

According to Britain's Guardian newspaper, Paraguay's senate removed president Lugo from office after a mere 30-hour impeachment trial. The leftist former priest said he was stepping aside even though he considered his ouster a blow to democracy. The events led to the immediate suspension of membership of Paraguay in UNASUR and MERCOSUR, the two large integrationist blocs in South America, and the repudiation of the replacement government. It remains to be seen if the election of Horacio Cartes of the country's Colorado Party on Apr 21 mends fences or exacerbates the anger over Lugo's ouster. (WRITTEN APR 2013)
