On 15 April 1989, 95 Liverpool football club supporters were killed in a crush of fans at a Hillsborough ground, where the club was playing a major semi-final against the Nottingham Forest club. A 96th victim died later. If the Hillsborough Independent Panel hasn't already done so, Britain's Cabinet Office had agreed to release all government documents related to the disaster on Jun 30. A 96th victim died later. If the Hillsborough Independent Panel hasn't already done so, Britain's Cabinet Office had agreed to release all government documents related to the disaster on Jun 30. It had argued against the release.

Members of Parliament on both sides of the House of Commons demanded the release of the documents following an online petition signed by 140,000 people, according to the BBC.

The Cabinet Office had argued that releasing the material so many years after the incident could damage the relationship of the public with the police, causing people to be less willing to co-operate with law enforcement personnel.

The panel was set up following a Freedom of Information application from the broadcaster in Apr 2009, which asked for the release of cabinet discussions, including discussions with then-prime minister Margaret Thatches, following the incident.

A preliminary inquiry by Lord Justice Taylor, reported in 1990, criticized senior police officers on duty at the match for a failure of crowd control and recommended the introduction of all-seat stadiums. (WRITTEN MAR 2012)
