The Independent Electoral and Boundaries Commission (IBEC) embarks on a new voter registration exercise in August that targets an estimated 19 million Kenyans. The exercise, ahead of the Mar 4 presidential and legislative elections, is one of several measures that reflect the requirements of the country's new constitution. It was passed in Dec 2010 to try to avert a repetition of the violence associated with the 2007 presidential election. The final preparations include the publication of 80 new constituencies, with maps showing boundaries.

The International Criminal Court has charged four Kenyans with inciting the violence. Rival ethnic groups are said to be arming again for the coming elections.

The electoral body's measures including conducting seminars for journalists to avoid the accusations that were made against the media over the post-election violence, according to a report on the preparations published in All Africa on Jul 12. It also noted that IEBC is soon expected to award a 3.4 billon tender for Biometric Voter Registration kits as the electoral body seeks to discard the old manual voter register.

The election will test the country's new constitution. It reduces the powers of the presidency, which had been used by Kenya's first two leaders to favor their tribes in land distribution, government jobs and tenders. It also sets up a second round between the first and second place getters if neither achieves 50+1 per cent majority in the first round or if the winner does not get 25 per cent of the votes in at least 24 Kenyan counties.
