Countries take turns to host the biennial WorldSkills events, and 2013 is Germany's turn after 40 years. The contest gives Germany a chance to show off its own vocational training model, with sees German youth unemployment at 8.1 per cent vs. 25 per cent in neighboring France and even higher rates in other countries. A recent German-led initiative aims to spread the dual system concept in Europe, with the goal of seeing 80 per cent of young Europeans employed by 2020.

The German dual system of state-sponsored apprenticeships and vocational training provides theory and practice. It has proved its success "as a foundational, highly effective model for producing skilled workers" over a long period, according to the government publication Germany.info, and "it still shows its ability to react quickly and effectively to the many changes currently affecting the economy and society." Greece, Italy, Lithuania, Portugal, Slovakia and Spain signed on to the initiative on Dec 11 in Berlin with the hope of tapping into Germany's success, and other European countries are expected to commit to it.

A Wall Street Journal report on French and German jobless youth, the source of the unemployment figures, notes that Germany has 2.6 million students at vocational schools. Of those, 1.46 million also work as apprentices under the country's dual system. Berlin has said it would support unemployed youth from other EU countries who want to do vocational training or become apprentices in Germany. They will be required to work in parts of Germany where there is a shortage of workers.

The dual system is described as integrated and sophisticated career training. In Germany, vocational arts are important parts of the regular course of study alongside liberal arts for college-bound students. The vocational route is deemed important and respected.

The concept for the WorldSkills competition dates from 1947, when two Spaniards, José Antonio Elola Olaso and Francisco Albert-Vidal, set up an international craft skills competition. The WorldSkills Competition held by WorldSkills International, a membership organisation made up of 61 countries and regions, has been held in its present form every other year since 1973. Germany has hosted it twice before: in Duisburg in 1961 and in Munich in 1973.

The Leipzig Trade Fair dates from 1165. Every year, nearly 11,000 exhibitors present their goods and services to 1.3 million visitors from all over the world. (WRITTEN JAN 2013)
