BELGIUM - (WRITE-THROUGH UPDATE) The European Union summit in Brussels 26-27 Jun 2014 is Greece's last as president of the bloc. If the pattern holds for second and fourth EU summits of the year, enlargement of the now 28-member Union and external issues will crowd the agenda. Turkey's accession bid is back in play after years of stalling, and Serbia, Macedonia, Montenegro, Bosnia and Kosovo are being groomed to join. Ukraine's turn away from the bloc and toward Moscow in late 2013 makes it unlikely the unsettled country will occupy much space on the agenda. EU economic sanctions commonly top the debate on external issues. Iran could see an easing of EU sanctions if the détente of 2013 continues and if talks over nuclear plans yield an agreement. Some EU sanctions against Zimbabwe were lifted -- controversially -- in 2013.
