If this were a pre-revolution election for the Shura Council, the upper house of parliament, the president would choose a third of the members of the body. As the country won't have a new president by Jan 29, and the last one, Hosni Mubarak, was ousted in February, the election rule had to be amended. The number of seats was lowered from 390 to 270, with two-thirds elected through closed electoral lists and a third from single candidates.

Established in 1980 through a constitutional amendment, Egypt's upper house wields little power and is purely consultative.

The Supreme Council of the Armed Forces announced on Feb 14 the dissolution of the lower and upper houses of parliament formed after the elections last November. Mubarak's ruling National Democratic Party is defunct, and scores of new political parties will be jostling for parliamentary seats. As in the lower house, the NDP held unassailable power in the upper house. The new force to be reckoned with is likely to be the Freedom and Justice Party. Affiliated with the Muslim Brotherhood, regarded as the best organized movement in Egypt, it goes into the elections with a head start. (WRITTEN Oct 2011)
