United Nations Secretary-General Ban Ki-moon plans to host a one-day climate change summit on 23 Sep 2014, the eve of the United Nations General Assembly, to press for what he describes as "bold pledges" for cuts in greenhouse gases.
The mandate set at the 19th Conference of the Parties (COP 19) in Warsaw in Nov 2013 calls for determination of the elements of the new legal agreement to be negotiated in Peru in 2014, signed in Paris in 2015 and put into effect in 2020.
The sticking points between developing and developed countries center on constructing mitigation targets, setting timelines, balancing pre- and post-2020 mitigation and on financing. Climate change has suffered on the political agenda in recent years, a victim of weak economies and the lobbying war waged by climate skeptics.
